The system is set to destroy a building individually if it's controlled, and in-progress Terran buildings cannot be detected by "commands at least 1". I need there to be at least one on the map for the trigger to fire, otherwise it'll keep firing, no? Because you can't put "at least 1" since that still wouldn't detect if there was one. Incomplete buildings will be considered for actions.
