I think they did the skills system better in D4 than in D3, but it still does feel a lot more limited in scope than D2. Admittedly, there are pieces that I think are better, like skills max at 5 points rather than 20, so each point feels meaningful. It also costs gold to respec now, so builds feel a bit more meaningful. And you can mix and match from different categories, but the overall progression is intended to be that you use one skill from each category, at least that's how it seems to me. I've been playing the rogue and went bow focused.
