Without modding, there's not much you can do.
Giving a player a level of 1 or higher for Upgrade 60 will increase Psi Storm's damage by 1 for every hit per upgrade, but note that this upgrade will also effect the defense of almost, or perhaps entirely, every unit which does not normally have an armor upgrade, and will increase the damage of a large number of otherwise unchangable attacks.

You can change the last of the other -> unused upgrades to make the storm stronger.
It affects other things too, most significantly the base armor of buildings (not all afaik). Many units (like workers) will show upgrade damage, but their damage increase per upgrade is 0 so there's no change.
The storm has a damage increase per upgrade of 8 with a base damage of 112:
0 upgrades: 112 damage
30 upgrades: 352 damage

In fact, I'd have to say yours is less accurate; workers actualy do have a default damage upgrade of 1. ;P
I just added Upgrade 60 to my StarForge's data file, set it to 1, and it did indeed increase the damage of my Sunken Colonies, Spore Colonies, Photon Cannons, Missile Turrets, SCVs, Probes, Drones, and Spider Mines ( I did specify 'large number,' not 'most,' and 'attacks,' not 'spells;' depending on interpretation, almost all weapons which canNOT be upgraded are in the latter group ) .

Should've mentioned this before edit in this post anyways, but...
I had forgotten that the newest StarForge ( unless it's been updated since the one I have ) doesn't include the unused Upgrades in it, for some reason.

It increases non-protoss buildings' armor too. I haven't found another unit yet that gets its actual stats changed.
EzDay and the tutorial say that workers', or defense buildings' damage gets increased. I CANNOT confirm this - maybe it has changed in some patch. I use it in a map and their actual damage is untouched although it shows 30 upgrades. That is because the upgrade damage is 0. In the editor you can only change the base damage.

I just skimmed what you wrote and thought you mean storm increases 1 damage per upgrade. At least it was unclear because many people don't know storm is divided into 8 hits (14 damage each).

That is wrong, or not always correct. Go up a few lines to my answer to woland's 2nd question or check the attached map to see why/verify.
EDIT: If you use my map to check it, you have to place one of said units for the P1-6 (humans) and keep in mind that I removed the upgrade for the comps.

By default Probes, Drones, Sunken Colonies, Spore Colonies, Photon Cannons, Missile Turrets, Spider Mines, Infested Terran, and Scourge all have a bonus damage of 0. SCVs have a bonus damage of 1.
It hardly matters though, since you can change them to whatever you want.

Oh jeeez... I guess I wasn't thorough in my testings, yeah I manually set the upgrade damage to 0 of all those units, so their actual damage didn't change.

The main thing that upgrade 60 effects that you really can't control is building and critter armor. It is a very viable option in most maps to use it.
