Unit sprites can; they are essentially units, after all. If you're talking about, say, the foliage of a tree doodad: no, you can't move those around.
You could just make a test map and see for yourself how these sprites behave. Using SCMDraft, the unit sprites are found under Sprites > Unit Sprites.

I remember this used to be possible but it was patched out, Move Unit could move doodad sprites. http://starcraft.wikia.com/wiki/StarCraft_version_history#Patch_1.03
