Will it cause any issues if I name all the locations exactly the same?

No, but it would make it rather difficult to distinguish locations while making triggers.

Actually since ScmDraft recycles strings and has some bugs that can corrupt the map you might want to consider using another editor and only make the final save with ScmDraft for the string recycling.

you should be able to make all the locations not even have a string, or set it to some other string.

Just mess with strings at the END of the mapping process, not in the middle. Corruption is easy.
