I'm editing wireframe icons and noticed that the color palette for wireframes contains each of the "damage zone" colors 2 or 3 times, just with different IDs:
IMAGE1Only the version with the correct ID will be replaced when the unit is damaged. The version with the lowest ID will always stay the same, as shown here:
IMAGE2I use PSP9, and it always draws the colors with the wrong ID, even if I previously selected the version with the correct ID from the palette:

The program you're using is probably fine, to solve the issue you can use a different palette that doesn't have multiple entries for those colors. I've attached the one that I use.

In my case, I used Notepad++ to edit the
.psppalette Palette-Files that PSP9 gives me.
