how many ways are there to make a unit move slower?

And keep it selectable? One, or you could consider it two if you want to say you could either use Air units or burrowed units.

The same way you slow down units with burrowed units. I can't think of any other reasonable way other than constantly creating air or burrowed units.

With Air units, just create and remove or just move the unit over the other unit's head constantly.

And with a burrowed unit, constantly move it underneath the other unit.

EDIT:

Oh, and if you really want to, you can also create and remove powerups on the unit.
