On the simplest mapmaking that is. But the difference lies in that the more work you do, the payoff is proportional, while SC2 isn't. You have a lot of tools, sure, but you must do a lot to even be able to set things properly, especially data editor, to get what you should have had to begin with. To have an idea, resetting a unit's stats to multiplayer configs because you changed dependencies for single-player takes half a week alone. I don't feel equipped to spend the time required to learn how to make maps in SC2, but SCBW maps I learned as a kid, so it's easy to do now. To top it off, SCBW has more recently released new content with Remastered making the game feel more alive than it did before, and with fewer content creators currently, it feels easier to find a niche. A final perk for me of SCBW over SC2 is the graphical style. SC2 went too cartoon-y for my tastes with the bouncing, jiggling marines and whatnot.
