is there anyway to make more locations, says i cant make anymore im using scvdraft2 anyother programs that might have a way to make more locations? Anyone know why there is a max?

You can't make more locations. There is such a low limit because Blizzard is retarded.

There are tricks for saving locations, though. Reusing/recycling locations, burrowed units and elevation difference being of the most prominent.

im moving a large number of builing in one base to another on the other side of the map and i want the buildings to reamin in same set up so im useing a location for each 3 by 4 area in the 2 bases
i tired useing 1 location for the base but that only brings 1 building with the trigger move unit at location to another location

Try placing an observer at the center of where each 3x2 location would be in both areas
Then using one 3x2 location center on an observer in the first base, and center another 3x2 location on an observer in the second base. Move all buildings from the first 3x2 to the second 3x2 location and give the observer in each base to a different player. That way the next time you center on an observer it will center on the next place. Thus you'd copy this trigger as many times as there are 3x2 places you want to switch buildings.

Just make sure you place the observers in the same order on both sides.

That may look like it from today's perspective, but Blizzard really isn't.
10 years ago games had to be programmed very efficient and nobody could have thought what new worlds would emerge from this powerful tool they gave us: Triggers.
It was like a revolution back then. And today still many games come with simple terrain/doodad editors and nothing more.

Ultraviolet -- just sent you a message on Discord. I suspect you're probably trying to change unit speeds for units that don't use flingy.dat for movement (like any units that walk instead of hovering/flying). You can change their movement to flingy, but they unfortunately look more like they're gliding than walking when you do that.

Symmetry -- EE2, I've been using setdatfile successfully for units.dat and weapons.dat but the flingy changes don't seem to happen

Ultraviolet -- in EE2 you just open DatEdit, go to the flingy tab, and make whatever changes you want. Though if you want to do dynamic shit, you have to use the trigger editor with the setdatfile action. And of course you have to inject your changes when done. Can give more specific troubleshooting advice if you provide more details
