This is it: I want my Wraiths to move (ordered to move) to from places ABCD to places EFGH. It seems not to work, although everything I checked was alright. The triggers are:
Players: Player 2
Condition:
Player 1 brings
at least 1 Hyperion Headquarters (Hyperion) to
'location piipoppi'.
Action:
Issue order to all
Terran Viking (AS Fighter) [they're the Wraiths] owned by
Player 3 at
'Viking
1a' Move to
'Viking 1b'Issue order to all
Terran Viking (AS Fighter) [they're the Wraiths] owned by
Player 3 at
'Viking 2a' Move to
'Viking 2b'Issue order to all
Terran Viking (AS Fighter) [they're the Wraiths] owned by
Player 3 at
'Viking 3a' Move to
'Viking 3b'Issue order to all
Terran Viking (AS Fighter) [they're the Wraiths] owned by
Player 3 at
'Viking 4a' Move to
'Viking 4b'The Wraiths are owned by Player 3. Note: I have done this before as Player 2 having the triggers like those. Still worked.

That's definetely the way to do it.
But there's a couple of things that might go wrong depending on your setup.
- Wrong Player -> Try All Players instead of P3
- Wrong unit -> Try [men] instead of 'Terran Viking (AS Fighter)'
- Wrong location -> make sure the wraiths are inside the locations or try Anywhere. Also make sure you ticked all air layers.
- Trigger running the wrong time -> Either make sure the condition isn't met premature or try preserving the trigger.
- Player defeated or neutral. (Those cannot run triggers) -> Try choose an active human player as the owner.
Remember what I've told you are NOT solutions. They are modifications to help you find the source of the problem. Once you found the problem I'm sure you'll know what to do to fix it. If not, just post again with your results.

All Players
C: Always
A: Issue order to all [men] owned by 'All Players' at Anywhere Move to 'Viking 1b'
A: Preserve trigger
does not do anything?!
