Is there any way to spawn a blind unit?

No, you'd have to devote a section on your map where a medic blinds the unit, and then move the unit where you want it.
Someone please post the hp requirements to force a medic to blind; I forget them.

NudeRaider -- EUD actions, specifically. The conditions remained. Today we can even have actions again, but they're all virtualized/whitelisted (not sure on the actual technical implementation) so you can only use them for specific intended purposed, not arbitrary code injections.
