Center a location on an arbiter, make a little corner, have a selection system to spawn units under the arbiter. It's quite simple.

Terrain-wise... http://Falkoner.CoW.GooglePages.com/Tutorials.html

Also, ive noticed tat whenever you start an rp, you see observers explode. Is this required? And if it is, why?

No it isn't, there is a Fog Of War option in SCMDraft2 that does the same thing.

It is not required, but in the early days of RP making we didn't realize you could remove the fog of war from the map, so we had to use an alternate method of revealing. And since you can't remove map revealers, and you can kill off observers, it helped reduce CCMU. Also, if you like I posted a template for my RP console. If you've ever played RP - Feyvern or RP - Lathirion you will be familiar with it. http://www.staredit.net/files/311/
There's no terrain but it will save you a lot of trigger work if you want to use it.

Constructing a counterexample is answering the question: "Is Navier Stokes well posed?" in the negative
