Not really. Russia is currently researching on improving on technology from post-world war II. The United States is currently working on "futuristic" weapons, so so far, the United States can take on any country 1 on 1. China wouldn't be able to beat us unless we did a war with swords and shields cause they would outnumber us, but that's not what we are using.

Relatively ancient and inactive

Those futuristic weapons are a bit.. horrible. The laser is inefficient and an official said that the Soviets had something like that back in the 1970's. Seriously, what's more powerful, futuristic or not, than a nuke or a nuke-like thermobaric bomb. Especially when you can attach those to a missile that can evade your little missile defense systems :P. A war between Russia and the US will likely result with the collapse of both, but I think that if it became a total war, Russia could win. They have much better bomb technology, a larger reserve of nukes, and more modern ways of launching them.

Zoan -- of course it isn't full understanding. You could ask "is the mechanism by which this counterexample blows up the ONLY mechanism possible for an initial configuration to blow up?"

Zoan -- ppl do it all the time in PDEs

Zoan -- Heinermann
Heinermann shouted: it also didn't solve that problem but hey as long as the investors are pleased
Constructing a counterexample is answering the question: "Is Navier Stokes well posed?" in the negative
