Is there any way to edit a persons max supply count without having buildings? I.e.

I want the person to have a max terran supply of 50 while controlling no command centers or supply depots. Reason being for this is I'm using a 'building' style selection method for specials in an upcoming map and due to ccmu limit and the amount of units that will be on the map, I dont want to give them all adequate supply to cover their armies + be able to build.
