When you set a counter, it asks how many seconds it will be playing. At first I put 1200, because I want 20 minutes and 60x20 = 1200. I went in-game to find the counter at 2h 20m.
I finally got the counter to show 20m at 171 seconds, but it doesn't feel like 20 minutes. It feels more like 10, or maybe 15 when playing in the Fastest speed setting (Which I assume is the reason.)
Does anyone know what would qualify as 20 REAL TIME minutes on the counter?
None.

I *think* it's factored by 1,5 when you select speed 7. With normal speed 5 game time = about real time.
So on speed 7 10 game minutes will be 6,667 real time minutes (=6m 40s).
If you need it exactly you could make a test map that ends after 1 minute and stop the real time with a watch.

It doesn't need to be exact, just close (Cause the mission briefing says "after 20 minutes" but if the counter starts at not 20 minutes, you won't really know it wasnt exact)
Thanks though.
Edit: Haha, if that's completely correct, I just need to set the counter at 30 min.
None.
Why couldn't you just figure out the ratio yourself? It's not a big deal.

But keep in mind when the players choose another speed or if there's a lagger or a dropper (with countdown) your times won't be correct anymore. So I'd just do it like anybody else:
When you talk about times when an event will occur refer to game time. As real time cannot always be predicted.
