I mean... what are you going to use anything related to gif for? It is not even a format that SC uses... this is like asking if bananas are useful in SC modding, sure they would help you give that extra energy you need but you do nit particulary use them for anything at all...

You might include it in your workflow if you found a *.gif, extracted its frames, and then used the frames to build a *.grp.
It's not terrifically useful although I can imagine a few cases where it might be.
