I made a 2 player, low money map from scratch. I copied and pasted the triggers from a ICCup obs map that I know works. But for some reason players 1 and 2 do not start with buildings or workers. There are no triggers in the ICCup version that would make these things, they appear automatically. Does anyone know why my map isn't working even though it seems essentially the same?

In a UMS game all buildings and workers that are placed for players in the game will appear as long as their start locations are on the map.
If your buildings/workers are not placed then they can be created through triggers, the create unit triggers will create the buildings/workers at the location specified in the trigger.
If you copied the triggers from a different map than it is likely that the location does not exist, or that one of the conditions is not being fulfilled; the former would probably give you a "unit unplaceable" error.didn't read well Sacrieur showed a better way to have them created though you may still want to randomize start locations so your players don't neccesarily know which base an enemy is at.
Now about observers... A simple setup for observers is to place them all in once force (clearly labeled "observers"), and to have no triggers that apply to them, except perhaps to lose/win (or if you feel like it, to display minerals of players and such). The observers will also need to have shared vision with the people playing (Run AI Script: Turn on shared vision of player 1, player 2 with current player, for the observing force, and preserve the trigger). Or if you feel like it you can give them map revelers so they can see the whole map (in SCMDraft: Scenario -> Place Map Revealers
though I usually correct the map revealers myself so I don't get rough vision at the edges of the map)
