Get the Tests Compilation at my website: http://Falkoner.CoW.GooglePages.com/Maps.html there is a map that shows how to get computers to perform most spells, here's the specifics on those two you asked about though:

- Plague -
*And idle defiler will use plague on nearby enemies (ground units, air
units, buildings) they will plague special buidings don't seem to want
to directly plague hero units like a Jim marine
*They will use plague on units that have even 1 hp but are no longer
plagued
*Usually they are more provoked by a mass of units then just 1
*They won't normally use plague on buildings that have less than 34%
of HP but will sometimes use plague on them anyway if you provoke the
defiler to by attacking nearby units.
*Sometime will use it as to counter nearby hostile units

- Psionic Storm -
*High Templars will counter attack with Psi Storm to hit any unit that is
attacking it (includes hero) as long as they are not hitting themselves
*They will also run over and hit nearby units with a psi storm (this is
usually provoked by certain units or usually just a mass of them) They
only seem to do this once.

Use AI scripts to get them to do it more aggressively.

Ultraviolet -- just sent you a message on Discord. I suspect you're probably trying to change unit speeds for units that don't use flingy.dat for movement (like any units that walk instead of hovering/flying). You can change their movement to flingy, but they unfortunately look more like they're gliding than walking when you do that.

Symmetry -- EE2, I've been using setdatfile successfully for units.dat and weapons.dat but the flingy changes don't seem to happen

Ultraviolet -- in EE2 you just open DatEdit, go to the flingy tab, and make whatever changes you want. Though if you want to do dynamic shit, you have to use the trigger editor with the setdatfile action. And of course you have to inject your changes when done. Can give more specific troubleshooting advice if you provide more details
