Is there anyway to allow the sharing of units in team play without playing the map on team melee? Or can a team melee map be created?

Neither.

But you can make a system which centers a location on an observer and gives all units there to another player when he moves a civ to a beacon.

That mean the obs is the point which units you want control of and the civ activates the give.
