like an eud trigger that makes it as if there is an arbiter nearby cloaking your civilian?

We do a little trolling

Via EUD actions, you can give a unit the permanent cloak property which is essentially accomplishing the same thing. But you need Farty's EUD Enabler to run EUD actions on battle.net without desynching.

I do stuff and thingies... Try widening and reducing the number of small nooks and crannies to correct the problem.
