Which Windows does he use? In my computer (Win7) I have to close explorer.exe with task manager otherwise it won't allow me to log in. 
BTW yesterday I made a new topic to solve this problem
SO try closing explorer.exe before running sc
...and to reopen it with task manager typing "explorer.exe" without "
