Yah, I agree that believability is important, I just don't see why stuff like intelligent gnomes and kind-hearted werewolves is unbelievable. Why, the gnomes have been intelligent in every single fantasy game I've played...

Sure they would. Intelligent people oftentimes love nature and are frequently eccentric =). Besides, what better way to avoid suspicion than wearing funny hats and sitting still in a lawn?
Of course, that only applies to garden gnomes. Not all gnomes hang out in gardens =O.
