While I could put in battles and stuff, I want it to have an electiony feel. When the map is released it will be open source and free to be edited by others.

Looks like this will be a strange game... even so the engine looks a bit tough to accomplish, maybe the votes are set depending from tendencies of that state and from there you do "actions" which cost money to earn money you have to do some mini games?
