Thanks to this neat program I found all you have to do is type, listen, save, and compress to get voice in your map!
Presenting Speakonia
This program has a complete guide included in the download, If you register (which is free) you can save the file as a .Wav and compress in any sound compresser and put it in your map.

or if you want you can go the expensive route with FL studio and its voice synthesizer.. or that cool realisticish sounding thing off the internets. called sitepal i think. but for if you want odd sounding, computer voices, or robots go for fl studio, also you could do some sexy editting in like soundforge. but ya sitepal is hilarious..

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically

Oh_Man -- so that makes me think maybe the theory they are unfinished is not true and its a deliberate design decision, coz why not finish them wen ur making brood war?
