Hero reavers shoot the same scarabs as regular reavers. So the damage of those is always the same. Upgrades apply equally for Warbringer's and Reavers' scarabs.
This is the same as with Carriers.

There's a fix. Have 1 computer with the upgrade set to 0 and one with the upgrade set to 1 or more. Move each of their scarabs to different locations, then use whichever scarabs you need.
