Weird Resolution Switch Bug

We live in a society.

Whenever I change resolutions, it displays normally and after a few seconds the screen flashes black for a second. Any idea why my computer does this? I really don't understand why it would need to flash AFTER changing the resolution when it is already displaying properly.

Who knows? Does it impede your, ah, computing experience in any way?

I think it has to do with Windows telling all of the programs to redraw after the screen mode change.
