Just a regular guy trying to easily get a gun? I guess it would help to react properly to a reported stolen gun. Make it uncomfortable for the gun owner, somehow. Some requirement he has to fulfill as a conequence. For example, in Germany when someone got clocked, the owner of the car will be charged. He can say he didn't drive and that he doesn't know who drove at the moment. Nothing law enforcement can do about it. BUT they can make it a requirement that the owner has to write a logbook in the future. I don't think people as a whole have realized that them carrying a gun personally contributes to gun violence because nobody thinks they'll ever use it with ill intent - or just when justified, however in the spirit of deescalation it's very VERY rarely actually justified. Only when the desire to own a gun drops you can successfully pass laws helping the situation. Or at least it'll make it much easier and more widely obeyed (rather than bypassed by straw purchases and such.)
