He made investments that allowed more employment, founded all sorts of associations that gave people purpose. He cared for nature, animals, sports and art. Basically all of these were done for the wrong reasons, but they did (initially) have a positive impact on the German people. The (obviously) bad things were introduced later when (or to) he cemented his power. In the end, he ruined everything, yes. After the first quick initial victories he started to screw up strategically, yes.
