the cpu die itself? Haven't heard of it being possible, but who knows with these new chiplet designs. I would suspect the voltage converters on the mainboard around the cpu.

Ultraviolet -- I tried reseating the CPU since I worried I applied too much thermal paste the first time around.. It seems like it's running too hot, it's at 44C at idle. Minimum I've seen is 42C even after reseating with a bit less thermal paste.

Yeah, that's my understanding, too regarding the coil whine. What makes you say it's the GPU? Is that the most common part that experiences that? I'm using the same GPU from my previous rig and it never made that noise in the previous machine so I didn't think it would be the one causing it. But the hard drive is the same, too, so I guess my logic isn't that great. They both survived the explosion of the previous system (I believe it was the CPU that popped) so I guess maybe that affected something? They both still seem fully functional. Only issue I noticed when I moved over to the new machine was the new coil whine and when I watched videos at first they would kind of glitch out every few seconds, but that went away after a short while

Yeah, my research showed the same :/ It's hard to pinpoint, I'm thinking it's either the hard drive or CPU but I don't have any good evidence to support either of those claims. It seems to be intermittent, not sure if that helps diagnose it or not. I've never noticed it happen when I'm just in the BIOS, which is kind of what made me think maybe it was the hard drive since usually when Windows boots is when I first notice it

yeah this definitely needs a reform. It's a difficult topic where I can see arguments for both sides and have no clear idea how to deal with this fairly. Of course it's no 1:1 copy so current copyright doesn't apply, but the ease with which you can create content makes it clear original artists need some form of protection, both to save them and art in the long term.
