Ultraviolet -- They're characteristically different in their purposes. Map Showcase is a forum for showing off and discussing your work posting details, updates, receiving feedback from other members, etc. The Download Database is just an optional place where you can host your maps. I don't use the DLDB because it seems to be prejudiced against my maps, but I do use the Showcase forum

In that specific case it's a theory. It's definitely happening that way with other stuff though. The download numbers for your stuff could have other reasons. Hosters could be compliant with the notice and takedown procedure and offer an api that doesn't affect the download counter.
