Can you force a computer owned drone/probe/scv to attack other units, and if they are attacked back, prevent them from running away?

None.

I believe that would be a no. I don't remember if I've ever seen the AI have harvesters attack either... Maybe try running 'send units on random suicide missions' on a location centered on the harvesters?

I believe that if you just stand next to them, they auto attack, but by default their AIs are set up to try to avoid attacking as much as possible.

Does that mean that ordering them to attack to a location will not work? Will players 9-11 owned harvesters attack?

If I recall correctly, ordering them to either patrol OR attack to a location will make them attack enemies on the way. I don't recall which order it was though. :|
EDIT: Player 9-11 units will never reliably attack, in my experience trying to use them. They do seem to attack very rarely though.

Oyen is right. You just have to make sure the player you're trying to get them to attack is set to enemy, and in the test map I just made, they were constantly being ordered to attack and having alliance status set to enemy.

Awesome.

Does that mean constantly set the other player set to enemy? Or is that just once?

I had it constantly setting to enemy, you might want to test to see whether or not you need to do that.

I'm not sure about worker units but in general:
Order Attack causes computer units to run to the location without attacking anything UNLESS they are attacked first.
Order Patrol causes computer units to patrol between their initial spot and the location AND attack any enemies in the way.

None.

Hmm, patrol might work. Do you think it could make drone attack a drone? I also wonder about giving units; will that cancel any previous orders? Including order to move to a location orders?

I can't tell if it's relevant. You provided literally no context so I was providing an equally generic answer.
