Stealth Bot. Its one of the only reliable, still functional, and working bots availiable. Plus, its very user friendly. Google it.

Ruthless Chat is my number one pick for a Chat bot.
It allows you to use Starcraft on the bot, unlike most other bots.
As for a moderation bot, either Ruthless OPS or Neglected Fury.

I would get Stealthbot, and while it's unofficial, there was a fix I found which allowed it to host SC bots, you can read about that here, Stealthbot is very nice, lots of plugins, and very customizable.
Op SeN is a nice channel, and you could host your bot there if you want, you can also just do Op (Your bot's name here) and it will give your bot operator power, so it's your choice.

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically[04:26 am]
Oh_Man -- so that makes me think maybe the theory they are unfinished is not true and its a deliberate design decision, coz why not finish them wen ur making brood war?[04:25 am]
Oh_Man -- the thing is thos buildings are from classic. that means they went ahead and made brood war without ever finishing the 'unfinished' buildings[06:15 pm]
