Strange critter event

Something that i found quite strange just happened to me while triggering.

Now, in the map, a player mind controlled a critter (in this case a ragnasaur). And then when a defiler was brought to a location the ragnasaur would be moved to a new location.

Now what is so odd about this is that the ragnasaur did not move if the 'move' action was not the first action in the trigger.
Before i had moved it to the top of the actions in a desperate attempt to get it to work, it was under a 'display text' action and a 'Run AI script: Enter closest transport' action. (No i was not trying to load the ragnasaur, it was for a different unit.) Following after the move action was a wait and several other actions. (Yes, I tried removing the wait and it still did not work.)
The other actions DID run under any circumstance.

Addition: Even using the 'remove' action on the critter did not seem to work.
Addition: The same exact thing happened with a Bengalaas. I'm inferring that this will happen with all critters.

So what I'm asking is, why wouldn't starcraft run the action if it was not first?
Does this have something to do with the critter being mind controlled?

(I remind you, that my problem was solved, I'm not asking for help, just reason.)

Edit: It seems something completely new and strange error occurred.
I tried moving the critter into a 3x3 location (surrounded on all sides by unwalkable terrain) containing another critter owned by the same character.
The critter could not be moved into this location.
However, when i mistakenly changed the location to 3x2 (still surrounded by 3x3 of unwalkable terrain) it did move.

Edit2: After further testing, it seems that the true problem was with the locations. It could still move while not being the first action.
That only opens up a new question. Why does it move only under the 3x2 location?
I also found that it works just fine under a 4x4 location surrounded on all sides.

(this thread can be deleted if it must.)

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically

Oh_Man -- so that makes me think maybe the theory they are unfinished is not true and its a deliberate design decision, coz why not finish them wen ur making brood war?

Oh_Man -- the thing is thos buildings are from classic. that means they went ahead and made brood war without ever finishing the 'unfinished' buildings

Ultraviolet -- Yeah he's talked about a lot of that stuff in his casts before. It seems plausible. Especially knowing how Blizzard of yesteryear operated.

NudeRaider -- to clarify: couldn't recall the behavior for every single Protoss building but I was aware the disparity exists.

NudeRaider -- Contained nothing new for me. Didn't know all building's behavior, but very much all unit's. Also Terran balance whine - also nothing new
