(please, move this post to correct section, think i mistake it)

What program can I use to modify the stat_txt.tbl type files that are contained within Patch_rt.mpq?

I use Starcraft Broodwar 1.16.1

The simplest way is to use the Python Modding Suite. Install it, and then use PyMPQ to extract the file you want, PyTBL to edit it, and PyMPQ again to import your modified file.

I would recommend using FireGraft to create a self-patching mod exe instead of modifying the base MPQ files, as it's more convenient than having to manage backups and what-not. You would import your modified files into the new mod MPQ you've created with FireGraft and run it instead of the normal Stacraft.exe.
