Is there a way with create units with properties to create marines that are blind without a medic blinding it?

No, unless you use EUD actions and set the status manually. To get a computer to cast Optical Flare on a unit, the wiki article on Terran spells describes what needs to be done:

For the computer to cast optical flare on an enemy unit, the unit must have at least 81 hit points, including protoss shield points. Attacking the Medic or running a Melee AI Script for the computer player controlling the Medic will cause the computer to use the spell more aggressively.

Ah I was hoping I could just create blind marines that way. Oh well :( I'll just use the medic way
