U don't explicitly, but it sure as hell helps when trying to keep everything on the up and up. Plus when it comes to money and blizzard these days, much better to have their stamp of approval than get shafted like Squad TD did that one time... I don't trust blizzard not to take action against people trying to do good things, they're kinda cruel and punitive like that.

I knew that melee tournaments need to register at Blizzard after a specific pot size which was maybe 100$ ?
I think I heard it in some IntoTheGame episode, but I can't really remember that.

Other than me calling the Bullshit card @ Blizzard...
