The Efficiently Arranged Global Leaderboard Engine, EAGLE, is currently under development.

EAGLE is a game client that will read your bank files from your favorite SC2 Custom games and register your statistics with that custom maps global leaderboard online.

That means you will be ranked in your favorite maps, such as SOTIS, Bunker Wars, Random TD, Risk Revulsion, Clash of Kings, Magecraft, Fleet Assault, etc on the internet.

EAGLE authorized maps will receive exposure to maps and players committed to hardcore gaming. An EAGLE player is committed to constantly playing custom maps to increase their rank, an EAGLE Authorized Map is sure to be one the mapper believes in.

How it works:

The player comes to the EAGLE site and downloads the game client, once configured the client will transmit the players statistics directly to the website for real time statistics and achievements, THERE IS NO COST FOR THE EAGLE CLIENT.

Maps that have been EAGLE Authorized will automatically begin registering statistics. The player will be able to discover new maps as he regularly checks his rankings and achievements.

EAGLE will also generate custom map signatures that display voluntary options such as favorite maps, ranks in those maps, achievements from those maps. Ladder Signatures will also be available.

Player Statistics on the Global Leaderboard Online
Player Signature Generator
.SC2Bank Recovery (if you ever lose your bank file, we got a copy)
Map Statistics Such as Plays Per Hour, Time in Game, Etc.
Map Forum with Donate Button For Mapmaker
Bug Report System and Support Forum For Mapmaker
User Profiles that include all statistics associated for that user
Ladder Tournament Service for Custom Maps
Asset Management & Unlockable Content

It seems like this kind of stuff is actually blocked by Blizz's terms, and only systems that rely on players manually submitting replays would be allowed, Blizz is theoretically supposed to add server-side banks at some point though which means you wouldn't need any of this stuff anymore.

I do stuff and thingies... Try widening and reducing the number of small nooks and crannies to correct the problem.

At BlizzCon, a StarCraft Universe developer received the information that they plan to do that for patch 2.2...

Well, uhm, I may or may not acquire information about server-side banks and other stuff that I may or may not be allowed to talk about in near future. I will see that in a few days.

No info about server-side banks as nothing has been decided, yet. So, time will tell, if that will be really a thing or it was just a rumor or if they fail to properly realize that.
