Having trouble with wait timer

I have been working on a map the last couple of nights and it was going smooth up untill last night. It's an Rpg im making and for my one class ( Illusionist ), the triggers just don't work. It activates because the text comes up but the trigger fires like twice then stops working.
Ex:
Switch 91 is set:
Move all "Arbiter" at location Anywhere to location ILL follow
Wait 1000 milliseconds
Preserve Trigger

When i do this it refuses to work. As soon as i take that wait command out though it follows perfectly ( albeit too fast ). Even putting in just one millisecond screws it up and I have no idea what is doing it. The trigger that sets the switch is this

Set to player 1:
Current player brings at least one men to location p1s2
Current player brings at least 2 Finger to location p1Hand
Current player commands at least 1 Illusionist
Switch 91 is clear

Remove all Finger for current player
Center view at Location ILL follow
Display for current player : Cast Blackhole- Lasts 15 seconds
Set switch 93
Create 1 Arbiter for current player at ILL follow
Enable invincibility by all Arbiter owned by current player at Anywhere
wait for 15000 milliseconds
Remove all Arbiter for current player
Clear switch 93
Preserve Trigger

---This is what i have and i have no idea why it dosn't work. I also have the same problem with a spell similar as it dosn't fire when i add the wait command.
If you want to see the trigger in orginal source, i will attach the map itself.
~thanks in advance..

Do you have any Hyper Triggers in the map?

If you do you are getting wait blocks, this tutorial explains them a bit.

If you move the hyper triggers to the bottom of the trigger list it should fix the problem, the hypertriggers will just turn off while the wait runs.

There are multiple triggers with wait commands in them in players 1-6, yes

If they are running at the same time as other waits you will have your waits extended longer than you would want.

DarkenedFantasies -- Probably just didn't care. For example, at some point before release, they've updated the graphics of some of the Protoss buildings (Forge, CyberCore, Citadel, Observatory, Arbiter Tribunal), but instead of properly re-rendering them with edited 3D models, they did crappy copy-paste jobs on the rendered graphics.

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically

Oh_Man -- so that makes me think maybe the theory they are unfinished is not true and its a deliberate design decision, coz why not finish them wen ur making brood war?
[2026-6-21. : 4:25 am]
Oh_Man -- the thing is thos buildings are from classic. that means they went ahead and made brood war without ever finishing the 'unfinished' buildings

Ultraviolet -- Yeah he's talked about a lot of that stuff in his casts before. It seems plausible. Especially knowing how Blizzard of yesteryear operated.

NudeRaider -- to clarify: couldn't recall the behavior for every single Protoss building but I was aware the disparity exists.

NudeRaider -- Contained nothing new for me. Didn't know all building's behavior, but very much all unit's. Also Terran balance whine - also nothing new
