Grand Theft Auto? Otherwise, I would have to say Sims with a lot of additional mods.

Something like GTA, but a little more open (like being able to enter EVERY store), a real police wanted system. So you HAVE to be a good driver.

Yeah, and having the ability to be an honest citizen, not just a criminal, wouldn't be bad either.

Postal 2, maybe? Or the Postal franchise in general.

I would have to say Second Life or There.

There looks like it just shut down after a good long run, but Second Life is getting stronger all the time.

You can't do anything GTA related in second life.

They came out for the beta for APB or ABP or w/e. It's a game where you play as cops (crooked or law abiding) or criminals. Check videos out for it as i'm not sure how open it really is but it did sound like a big GTA online.

A game like that actually sounds incredibly dull.

Unless it was a Matrix-esque virtual reality.
