The women's movement was impatient with the long delay in gaining voting rights, which had been achieved in bits and pieces throughout the country but not on a national basis.
The suffrage movement had begun in the United States in the mid-nineteenth century, but progress was slow. By the time of the 1913 Washington parade, nine states had granted full suffrage and a number of other jurisdictions had extended partial voting rights.
