The coldest month usually falls in January, but when you're dressed appropriately you shouldn't have an issue as you can still do sightseeing tours.

Bulgaria is actually quite secure country for trip. The population is mostly Christian Orthodox and the locals are quite welcoming towards tourists. The majority of the population speaks English fluently however, there are those who have been forced to learn Russian in the time of the Soviet Union. There isn't much traffic, so it isn't a risk of getting stolen (contrary the tourist destinations and places).
