Well as of current, multiple accounts are in fact legal. And you can't check 100% whether or not someone has a multiple account unless they say they do. I have two accounts.. Test, and Matt Burch. But I may just stick with Test after a while. Maybe have a thing to join minerals/karma for multiple account users. Just an idea. Also you can't just check the IP address; Other family members may use the same computer.
