In an article released earlier today, Todd Howard, the lead designer of Fallout 3, said that the release trailer of Fallout 4 was, in fact, just a very poor (and distasteful imo) joke. The game is not currently set to be released in the near future, and they are not even sure if they will end up working on it before next year. Read the full statement below.
