I order you to forgive yourself!

My friend wants to build a computer.

He plays mainly League of Legends. If it makes a difference, he wants to stream it (dual monitor and such).

Budget $1000 with a bit of room to wiggle.

Kinda late for me right now. If you guys aren't too fast, I'll probably have a go at it.

Does he need a mouse/monitor/keyboard/other peripherals? Does he already have a case and PSU? Does he care about having superb quality audio for recording, or is just ordinary quality ok? (Most probably the latter, very few care enough for having the perfect audio). Do we need to worry about an OS with the cost?

CPU: The latest and greatest Haswell refresh i5 chip.
Mobo: A basic Z97 board; these will even support the Broadwell chips when they come out.
RAM: You don't actually need more than 8GB for gaming+streaming. Save some money here so we can get a better GPU.
SSD: Just a small, reliable SSD.
HDD: Cheap, popular Seagate hard drive. If your friend doesn't need all the space, I highly recommend opting for a higher capacity SSD (M550 or EVO) and no HDD.
GPU: A GTX 770 will perform spectacularly in a dual-monitor setup. I have one myself, and I can watch streams while playing games on my setup with ease.
Case: Just a really nice case. It's not flashy or anything, but the quality is there.
PSU: SeaSonic is the OEM; about the highest quality you can get here, gold certified and fully modular for a great price.
