I think it'd be cool if you could earn achievement points for map completion or outstanding contributions to the community. Not like minerals, where the end game is to then spend them. More as bragging rights. :\ people like achievement points, right?

Elites don't put out more maps on a regular basis than regulars, though. As far as I can tell, the standard is rather subjective.
