Is there a plugin for SCMDraft that adds a terrain palette of recently used terrain like Starforge has? If so.. I won't be needing Starforge to work on my computer.

Not exactly, but SCMDraft does feature the ability to save and load terrain brushes which could act as an equivalent to what you want. It also has copy/paste, so you could just use that for recently used terrain.

How would I use this terrain brush tool? I have been using the copy/paste when needed but it is not the same as StarForge.

Another thing, would it be possible to make the tool snap to the top left corner of the terrain placing square rather than the center? It is a pain in the butt when placing large sections of the terrain along the boarder.

Go to Window -> Brush Palette. Then just copy whichever terrain you want to save to the brush (you can also hold down ctrl + shift to copy/paste irregular terrain that isn't rectangular), give it a name in the window's text box, and then add the copied terrain to the brush. Then you can save the brush so you can use it later.

As far as I know, there's no way to place terrain from anywhere but the center unfortunately. My only advice would be to zoom out far enough that you can see where the borders align and use trial and error if necessary.
