That's also a pretty extreme situation, to have all 4 mafia living and only 3 townies, 1 of whom is the bellringer. If that's one of the best uses of the bell ringer, it just proves my point. Also the bell ringer would very likely end up dead that night, and with 3 mafia and 2 generic townies, mafia win.
