Focusing on one city is not nocessarily a bad thing if they pull it off right, especially as LoK is supposed to be a miniseries.

The nearly all of the game takes place in one city. Zones heavily reuse terrain and only differ by cutting off access to different areas of the terrain (like the zones you could find exploring planets in ME1). What little plot there is is very low scale (at worst the city is at risk). Anders exists.

It was still a good game- it just didn't feel like a Dragon Age "2" in terms of how the world and plot advanced.

I'm certain Legend of Korra will still be good, but much in the way DA2 was "still good".
