I won't make a video tutorial, but I basically just mess with the image and then either cut out triangles and move them around, or or cut out squares and do some crap with it. then after I have a symmetrical piece, I apply the image and then rotate that new layer 180 degrees usually, and then put it on lighter color or lighten or sometimes more complex shit, and it creates a cool kaleidoscope effect.

there's more stuff that I do, but that's the jist of it xD. I just use photoshop with nothing else but default CS5.

In the past, I've made some desert ramps, custom cliffs (like dirt cliffs on sand and other "impossible" stuff), stacked cliffs, interior cells, and a custom multi-story building. (all for the desert tileset, of course) and they all came out pretty smooth.

but that was years ago and I haven't made any doodads or anything since.

NudeRaider -- EUD actions, specifically. The conditions remained. Today we can even have actions again, but they're all virtualized/whitelisted (not sure on the actual technical implementation) so you can only use them for specific intended purposed, not arbitrary code injections.

yeah an editor that isn't allowed to write files sounds rather pointless, so I'd assume it can. Like most other programs too btw. and yes, obviously that's dangerous, but also kinda necessary. MS introduced that virtualization for exactly that reason.
