There is no by us coded "cooldown-time" of sending PMs. I bet IP mainly added this to avoid having a mega-super-ultra-query being run at once

I'd stick with a limit, just to prevent someone from maliciously creating a new account and spamming everybody.
If you really do need to PM that many people just copy/paste the message, it's not much extra work, only several mouse clicks and that's about it.
